Primarily, ex-offenders often resort to criminal activities upon release because they see it as the quickest way to earn money. Their struggle to secure legitimate employment due to their criminal record exacerbates this predicament. Employers, wary of the potential risks associated with hiring individuals with a history of criminal behavior, are often reluctant to offer them job opportunities, regardless of their qualifications. For instance, a survey conducted by the Times of India revealed that 76% of businesses would not consider hiring someone with a prior conviction. While this reluctance is understandable to some extent, as employers aim to protect their businesses from potential harm, it perpetuates a cycle of unemployment and re-offending among ex-convicts.

Turning to the consequences, the recidivism of ex-offenders poses significant challenges for society as a whole. Notably, it necessitates the construction of larger prison facilities, which imposes a considerable strain on the city's budget and ultimately on taxpayers. The increased expenditure on prison infrastructure translates to higher taxes for the public, as the cost of incarcerating repeat offenders escalates. For example, in 1999, the local administration of New Delhi announced plans to allocate 20 million rupees for the development of municipal jails, sparking public outrage as taxpayers expressed discontent over financing the expansion of prison facilities.

In conclusion, the tendency of ex-convicts to relapse into criminal behavior stems from a lack of opportunities to reintegrate into society. While individuals directly bear the brunt of this effect, society at large also suffers, as it undermines economic stability and diverts resources towards managing recidivism.
